HYDROMETEOROLOGICAL MONITORING IN BRAZIL FROM THE PERSPECTIVE OF GOVERNANCE
Abstract
The qualitative and quantitative evaluation of water resources in Brazil is based on data from a wide hydrometeorological network of stations distributed in the vast national territory. These stations have a multiplicity of private and public entities responsible, national and subnational, which are organized to some extent around the National Water and Sanitation Agency - ANA - competent, according to the Water Law, to promote the coordination of the National Hydrometeorological Network - NHN. Only 21% of the total hydrometeorological stations in Brazil are the responsibility of ANA, which has a long history of partnership with the Brazilian Geological Service (CPRM). The other stations that make up the universe of Hydrometeorological Monitoring in the country cover a diversity of sectoral and also territorial area of importance for the Management of Water Resources in Brazil and, therefore, should be part of an institutional arrangement that allows the effective conduct of the National Water Resources Monitoring Policy based on coordination mechanisms based on Governance.
