Challenges in surface freshwater Framework in state river basins
What do committee members and researchers say?
Abstract
The surface water classification an instrument of the National Water Resources Policy that meets quality goals for water bodies according to their predominant uses, but which has been little implemented in the country. This article sought to identify, from the analysis of the perception of committee members of hydrographic basins and researchers in the area, the technical and institutional challenges that limit the effectiveness of this instrument in state water bodies. In this sense, charging for the use of water resources and the difficulties in accessing state water resources funds are challenges that are recognizably relevant to the implementation of the framework for surface water bodies in state basins. These and other challenges demand adjustments in the processes within the basin committees, the consideration of territorial specificities for the application of the management model proposed by the National Water Resources Policy and governance actions at all levels (federal, regional and state, including awareness initiatives and Social Communication.
