Therefore, a workshop was conducted with specialists and a case study was done at the Water Resources Management Company (Cogerh) to choose, by using multicriteria selection algorithms, and implementation of a technological innovation project. The energy generation from floating photovoltaic panels was selected by the analyses. With the results, a compendium of 32 guidelines was structured in the four dimensions of the project - Regulatory, Technical, Social-environmental and Commercial. Finally, the Water Center was introduced as a platform for interlocution among the state's agents and the methodological adherence was tested and proved to be applicable outside the private context.
