METHODOLOGY FOR THE CONSTRUCTION OF A TECHNOLOGICAL INNOVATION PUBLIC POLICY IN WATER RESOURCES: FROM AGENDA BUILDING TO ORGANIZATIONAL DECISION

This work proposes a robust methodology for the development of innovative technologies in public policies for the water sector in Ceará. This methodology contemplated the creation of an Innovation Agenda and Strategic and Operational Planning for the technology implementation. Therefore, a workshop was conducted with specialists and a case study was done at the Water Resources Management Company (Cogerh) to choose, by using multicriteria selection algorithms, and implementation of a technological innovation project. The energy generation from floating photovoltaic panels was selected by the analyses. With the results, a compendium of 32 guidelines was structured in the four dimensions of the project - Regulatory, Technical, Social-environmental and Commercial. Finally, the Water Center was introduced as a platform for interlocution among the state's agents and the methodological adherence was tested and proved to be applicable outside the private context.
