COLLABORATIVE WATER BASIN MANAGEMENT: A VIEW OF WATER BASIN COMMITTEES
Abstract
Sendo os comitês de bacias hidrográficas importantes atores na promoção da gestão integrada de recursos hídricos, especialmente no âmbito local, este estudo objetiva analisar as percepções dos membros dos CBHs do Oeste e Planalto Oeste de Santa Catarina acerca da gestão de águas que se estabelece no Estado. Para isso, um questionário adaptado de Camargos (2008) foi aplicado com 130 membros e analisados por meios de estatísticas descritiva e teste Qui-Quadrado de Pearson. A análise seguiu os pressupostos das lacunas previstas pela Organização para a Cooperação e Desenvolvimento Econômico (OCDE, 2011) e permitiu identificar as lacunas de governança observadas por estes membros. Particularmente, os resultados revelam que nestes grupos estão presentes as lacunas de responsabilidade, informação e administração. A neutralidade apresentada por muitos dos membros investigados, confirmam tais lacunas. Nesta pesquisa cinco hipóteses foram testadas e revelam que a percepção dos membros em relação a atuação destes grupos e da governança local das águas é diferente entre eles e precisa ser objeto de atenção dos órgãos gestores.
