Abstract

Fresh water, a natural resource of extreme importance for life, is a scarce commodity due to the irregularity of its spatial distribution and the difficulties of the population's access to the resource. Given this scenario, several global initiatives have emerged in the search for indicators that help in the management of water resources. In this way, this work aims at the elaboration of a matrix of components that allows the development of the Water Poverty Index (HPI) for implementation in urban areas. The Delphi methodology was used to validate the matrix and assign weights to the components Capacity (C), Water Resources (R), Access (A), Use (U) and Environment (MA), and their respective subcomponents and variables, through of questionnaires with specialists. The results showed the effectiveness and ease of application of the Delphi method in the research, in addition, it has a solid basis and can be adapted to different locations, collaborating with the identification and evaluation of problems arising from the access and use of water in different urban regions
