DRAINAGE TAXES FROM SCENARIOS WITH COMPENSATORY GREEN ROOF TECHNIQUE

Abstract

The increasing reduction of soil permeability, associated with urban growth, caused an increase in the occurrence and intensity of urban flooding events. Drainage systems have sought solutions for the management of rainwater, in order to guarantee sustainability in the occupation of urban lots. The objective of this project was to evaluate effluent flow scenarios for the development of tax incentives in stormwater management services. The methodology consists in classification of land use and occupation of ​​a residential subdivision located in the city of Rio de Janeiro, to obtain drainage rates, due to the effluent flows on current scenario composition and promising scenario with the implementation of green roofs. Current and promising drainage rates were obtained as a function of the permeability in the watershed area, related to the maintenance costs of the drainage network. There was an average reduction of 16% in the amounts related to the collection of the drainage fee, which in the current scenario were, on average, R$ 283.70, annually, and with the green roof, they passed to average values ​​​​of R$ 238.69, annual. There was a significant reduction in the flow rates, which are currently 6.74 liters per second and, after the implementation of the green roof, went to 4.08 liters per second, thus reducing the rate to be charged, generating an incentive fiscal system to be implemented by local managers.
