Abstract

The management of water resources in Brazil is based in the Law 9.43/97 establishing the fulfillment of multiple uses by an integrated management of water quality and quantity. Potential conflicts may occur in critical areas when the water availability is not sufficient to meet all uses and needs. One strategy to identify critical areas is to balance water demand and availability. This research proposes a Critical Basin Index (ICB), establishing levels of criticality. This index was applied to the Tibagi River Basin in Paraná as a case study. The diagnosis of this watershed allows to investigate the characteristics, reasons and types of grants which changes the ICB. The ICB index serves as a tool for management proposes, showing in a simple way the basins and their critical level.
