WATER RESOURCES GOVERNANCEIN THE SALITRE RIVER BASIN-BA: ANALYSIS FROM THE PERSPECTIVE OF THE ADAPTIVE CYCLE

The Salitre River Basin, in Bahia, is a region historically marked by the occurrence of conflicts over the use of water. In general, these conflicts result from inequalities in the distribution and access to water, verified, for example, in intensive agricultural demand. Conflict situations in the basin are frequent due to cyclical periods of droughts, common to the semi-arid region, but mainly due to factors such as: the high demand for irrigated areas, resulting from inadequate irrigation systems and predatory water abstractions, dams and irregular users interrupting the flow of water from the river to the regions further downstream. Situation that highlights problems in the water governance. This research aims to analyze the Salitre River Basin governance focusing on the conflict established in 2010, from the perspective of the adaptive cycle in order to propose measures to establish an adaptive governance model for the basin. The analysis showed that the effective and articulated performance of institutions and actors and the adequate improvement of the water infrastructure are aspects that can provide a resilient and adaptive governance system in the face of social, political, economic and environmental stressors.
