The integrated management of the waters of a river basin is an imperative to maintain its primary objectives of providing the society with the sustainable use of water systems. The River Basin Plans (PBH) established by the National Water Resources Policy constitute a determining planning instrument to guide the long-lasting and uncompromising use of the environmental quality of water systems in a watershed, that is, to promote and induce sustainable water management. The Strategic Environmental Assessment (SEA) EA has been a consolidated instrument, especially in the European community, to insert the notion of sustainability into government plans and programmes. in this article are presented the results of pilot study developed with the general objective of analyzing the application of THE in hydrographic basin plans, aiming to identify the specificities to be considered for its application in Brazilian institutionality. Thus, its conduct was revealed as a propitious procedure for evaluating the possible adaptations, proposing methodological changes to necessary to qualify the guidelines of its application as well as its management instruments that will be reflected in the benefits of all users of the basins in question as well as the public institutions involved in the management of the hydrographic basin.
