THE CONSTRUCTION OF INDICATORS FOR BASIC SANITATION BASED ON FUNDAMENTAL PRINCIPLES OF PUBLIC SERVICE PROVISION: A CASE STUDY FROM FLORIANÓPOLIS

Abstract

In Brazil, there are no structured initiatives for the development of indicators to monitor basic sanitation, which consider all the components and principles defined by national policies. The construction processes of the indicators have been characterized by arbitrariness in the indicator selection and weighting. The objective of this research was to build indicators, at the local level, to support the decision-making processes in the municipal management of basic sanitation, using methods validated by the scientific literature and considering the fundamental principles established by the Brazilian policies of basic sanitation. The process of construction of the indicators included a case study that involved the participation of the managers of basic sanitation in the city of Florianópolis. Thirty-six indicators were constructed, of which: thirteen corresponded to the water supply component, seven corresponded to sanitary sewage, ten to solid waste management and six to rainwater management. The most significant methodological differential of this research was the adoption of a theoretical-conceptual framework based on the fundamental principles of public service provision to structure the set of indicators.
