Recognizing the wide application of SEA and its potential benefits for the integrated management of water resources, this article aimed to analyze the state of the art of applying SEA as an instrument for integrated management of water resources, identifying the main analytical tools used. To this end, a systematic literature review was used to structure a reference base containing scientific articles published from 1992 to 2023. The results demonstrate that SEA focused on planning and managing water resources can count on a broad set of tools analytical, with contributions at almost every stage of the process. Furthermore, multi-criteria analysis, with emphasis on the AHP method, is the analytical tool most described in the literature related to SEA in the planning and management of water resources. The tool has contributions described in the stages of studies and analysis of the environmental base, description and analysis of scenarios and alternatives and; description of mitigation and monitoring measures.
