The definition of the National Water Resources Policy (PNRH) by Law nº 9433/97 marked a significant milestone in the maturity of water management in Brazil. Watershed committees, collegiate bodies with deliberative and regulatory responsibilities, operate at various stages of development. The objective of this study is to propose the Water Management Maturity Assessment Model (WaterMM360), comprising a conceptual framework capable of diagnosing and guiding watershed committees (CBHs) in managing the components of water management within these bodies, thereby assessing their sustainable institutional capacity. The model was developed within a hypothetico-deductive approach, utilizing documentary analysis of the official platforms of the committees and a systematic literature review, and was subsequently applied to the 21 committees in the State of São Paulo. The results revealed that the majority of CBHs fall within the "liquid" level of maturity, emphasizing the need for these committees to adopt a more dynamic approach in their operations that extends beyond meeting legal requirements, focusing on addressing localized watershed issues more effectively. In conclusion, the model proved capable of providing a detailed diagnosis of the maturity of water management within these collegiate bodies, while also offering a comparative critical analysis of these organizations.
